Hey Rick,

Not to cop out, but I wasn't around when that decision was made. FWIW my opinion is that IS is a lot more flexible and up-to-date than the old Setup Wizard. The version we're bundling with VFP 8 addresses many of the issues folks had with the version that was shipped with 7. And - a big sell point - it's free.

As to the VS Installer - it's yet another good way to leverage the Windows Installer.

I think it boils down to the fact that people have to learn the underlying technologies and go from there. There are many ways to take advantage of the Windows Installer. IS Express is a good start for the casual developer; IMHO a professional developer with a large installed base needs a better tool - many of which are available at a decent price, all things considered.
