The designers of dBASE - on which FoxBase, FoxPro and VFP are based - evidently thought that this is the fastest way to do it.
I would not worry too much about the issue - just make sure you SET DELETED ON where it is appropriate, and have some routine to perform PACK on all tables, ca. once per month.

No, you just mark them with DELETE, and do the PACK once a month, perhaps.

Yes, but I suggest you just consider the deleted records as deleted. For several reasons, I think that it can become quite complicated to recover deleted records.
