Not freeware or shareware nor is it cheap, but the absolute best development tool I have researched is Satellite Forms from
http://www.pumatech.com. It also compiles the Palm app to run on a Palm OS or PocketPC. This tool uses an ActiveX control to interface your VFP app to the device via the HotSync or Active Sync process [or whatever the PocketPC process is called]. This is the tool I use - version 4.1. Version 5 is the one that compiles to both OSes.
A much cheaper tool from
http://www.CASLSoft.com uses ODBC.
.Net has, or is coming out with, a mobile devices development framework. However, I have no info on that option. I think Cathi Gero has written a white paper on this.
