It is by design as a Windows application tha the top level form cannot be Modal. If you identify it as Modal, VFP makes it non-modal when it runs.
Think about it., Windows is a non-modal interface, and all top level forms in it must be non-modal.
I believe there is a previous thread on this, but I can't find it.
