Yes, there are acyually two ways that I know of.
#1 Masking;
This is done by the hosting provider (like
www.godaddy.com). This is the easiest method.

Create a 100%x100% frame
Example
www.cyberjetx.com (notice how the IP shows, this is because no masking) However, the meat of this example is that the frame contains another site altogether. This site is definately under construction...
