The Compact Framework has not been released because it is dependent upon the release of Visual Studio .NET 2003 which is in final beta. As far as I know, there has been no offical release date set for RTM. However, if you have a MDSN subscription, you can download the Visual Studio .NET final beta and use it with the RTM version of the Compact Framework. In fact you can deploy apps.
