The class descriptions for the Web Forms Viewer and the Windows Forms Viewer support options to customize the look of the viewer at runtime.

Toggling the Display of the Toolbar
You can allow users to toggle the display of the toolbar in both a Web Forms Viewer and a Windows Forms Viewer. To do so, use the DisplayToolbar property under the CrystalReportViewer class of the corresponding viewer.

It seems that they refer to both.

After creating a report it seems that the toolbar is CrystalReportViewer.
