I believe that site uses VFP mtdlls called from ASP. ActiveVFP does this in a similar way and provides a free VFP framework that allows you to easily create VFP web applications(http://www.activevfp.com/avfpdemo2).
When comparing frameworks and tools for VFP web development, you'll definitely want to use COM for speed and scalability. Also, avoiding separate EXE servers is a good idea since it's one less thing to worry about...
