Are you using Top-Level forms? If you do, look at the new ShowInTaskbar property for Top-Level forms that controls if application is shown in taskbar or not.

This has been confirmed in VFP 7 SP1 and VFP 8. This happens when launching from both a shortcut and the .exe itself. The application is indeed active, it is just not reflected in the taskbar.
