There may be some truth to that as the hardware and operating systems have gotten a lot more complex. But compare VFP on the lastest hardware and software to the alternatives :-)

Development environment? It can be made to work on Win98 but it's not supported officially. There have been threads here about how to do that and I'm sure there will be threads in the future on this. VFP8 applications distributed to Win98 platforms will work fine.
