Are you using some of the "canned" application assist features that come with VFP7, like the foundation classes?
I would expect the "New" button to do what it does because it generally signifies that a NEW record is wanted.
When an application wants to allow amendment of an EXISTING record it usually provides an EDIT or UPDATE button, and that will do what you expect.
