If we could get about 20 people interested in forming a User Group, we should be able to get 10 about people per meeeting which would be enough to make it worthwhile. Why don't we each sound out a few people and see if they'd be interested. If they're not, then we should just drop the idea. If, however, they are interested then we could send a private message to the people on the UT from Dublin (and perhaps other areas) inviting them to join the group. Each person we contact is a potential source of further contacts so it could snowball (or not).
