After some digging, I have figured out why WININET.DLL will not dial on that workstation... if the 'Work Offline' option is selected on the PC, then the InternetDial method will not dial, and return a 0 (zero) stating that the command was successful! I tried setting my workstation to 'Work Offline' and it won't dial... Now I just need to see if there is a way to force the workstation to 'Work Online'... failing that I will just have to instruct the users.
