My off-the-cuff guess would be that it has to do with the fact that very few databases support a deleted flag -- in SQL Server, for example, once you delete a record, it's gone. So, the expectation would be that if it's in the table, it's available.

This is hardly a satisfactory explanation, but without knowing for sure, it's my best guess.
