Government entities typically use "Fund Accounting" accounting, so that has to be a consideration when choosing the payroll package. During a given pay period, an employee can work for different departments so the different portions have to be charged to each of the funds concerned. It can get pretty complicated if the transactions are not tracked properly. Because of this, I think the initial system should have an integrated General Ledger package.

About 7 years ago I helped a City find a good package that was written in Foxpro. The company I located is the (NEMRC)New England Municipal Resource Center in Vermont. I believe, because I was an intermediary and an FP developer, that they provided me with all the source code. They provide very good support (the City is still using the package and are happy with it).
