I have two ancient FPW 2.6a Apps that I support to this day. The issues are the same as with Win2k/Win98, except some memory issues are a bit less severe.
If you don't already have it, you need the patch for fast CPU's. (Available from MS.) And of course the window close works weird, etc. I have had far fewer problems with startup memory issues for application running on Win2k and XP than I did with Win95/98. (None of my clients run ME for business use!)
I just got a contract to replace one of those FPW apps. Boy, are THEY going to be happy. Me too. <vbg>
