If the OS is NT based (i.e. NT, Windows 2000, or XP) you can Ctr+Alt+Delete, then start the OS Task Manager, then do a File/New Task and run Explorer.exe to restart Explorer. I think it restarts automatically on XP.
W2k Pro, WExplorer restarts by itself, redraws the taskbar, but not all the things reappear in the tray. Probably only those which are set in registry to run... haven't established a rule yet, because I get this very rarely now (when I forget what follows :).
