Mark, you must have a RESOURCE=OFF in your CONFIG.FPW (not config.ftp as in your post - or is that a tpyo?). This file must be either in the same folder as your exe or you can include the CONFIG.FPW file in your project.

Putting the SET RESOURCE OFF in the load of your form would be too late since the file would have been created when the exe loaded.
