Use windows messenger (comes with xp) and voice/video conferencing is builtin.

Otherwise,

If you have used NetMeeting, then you're supposed to switch to Windows Messenger if you have XP. However, you can find netmeeting by doing the following:

Click on the Start menu.
Select Run.
Type "conf" (without the quotes) and press OK.

NetMeeting SHOULD launch. Go through the setup Wizard.
