Well, turned out to be a fair deal simpler than I thought, the answer thankfully came from yall's responses.

FILE_ATTRIBUTE_NOT_CONTENT_INDEXED - I'm the only one in my office with indexing turned off, thus I was seeing a vastly different return from GetFileAttributes. Didn't hit me till I saw this defined in the other answers.

Modified the defines to be numeric instead of hex, and more constants depicting the bit numbers, and am using BITTEST now instead.
(don't ask how we were doing it before, I didn't write it)
