I think it would be best to have the ability to test both conditions (for an internal or external config.fpw). Even if ALLOWEXTERNAL=ON, I may need to know if an internal one is used - if an external one is not used. Short of that, I would be happy with it as you suggest (if ALLOWEXTERNAL=OFF then return the internal config.fpw).
As always with VFP, I can work around it. I'm simply testing the SET("RESOURCE")=OFF which I turn off in config.fpw. This tells me that the config file is being used in this user app. Or I could test another setting that I have in config.fpw.
