Is it possible to create a relationship between 2 tables in different databases?

We have a "common" databases with "users" table and we have 4 others databases. Is it possible for tables in the 4 others databases to have a foreign key in the "common" database?

Can this be done in Enterprise Manager?

If not possible what is the best practice for this sort of design?
