The first parameter of SET REFRESH seems only to apply to the BROWSE command.
The second parameter, as I read it, applies to ANY buffered table data in the workstation and is used to cause the workstation to have its buffered data updated with any changes known at the 'server'.

I tested your specification of 0.5 this morning and it caused no change in either value. Param1 remained as 0 and param2 remained at 5. This means that other workstation changes to records buffered at the (issuing)workstation could take up to 5 seconds to become known at the workstation.
