Although I don't know the actual downloads, there are many "resize" utilities around. Basically you draw your form with a baseline (ie:800x600 assumed rate), then once the form initially gets drawn, a call to a resizing control will proportionately stretch / reposition the controls on the form to accommodate the larger (or smaller) resolution.

Head caution though, sometimes the "automated" processes can really distort some controls and there might be some "conditional" resizing. Such as don't change the height of a "textbox" control, just allow it to be repositioned.
