Ok we figured it out. It was indeed the primary key. We were not sending it the primary key. And for some reason when we were sending the primary key every comm_no field in every record had the same value (ie comm_no = '000263' for every record). So when it did do the update it updated every record in the table. So it wasn't a development issue at all. Of Course now I am just confused about what I should have done in the first place :-)
