>If I used the default WebForm1.aspx it will retain absolute positioning. If I do "Add New" and select WebForm I lose absolute positioning of the form controls even though when looking at the HTML, absolution positioning shows up but when running the form, all controls move to the upper left.

Check the Property sheet of the document. Pagelayout should be set for gridlayout. For some reason every once and a while it likes to reset itself to flowlayout just to see if I am awake.
If you add any controls while in flowlayout they will not have code for absolute positioning - so be careful and look at the html sheet to see what Visual Studio did to you.
I am adding "Visual Studio Experience" to my often used term "Browser Experience". %^&*(%$&^% That was an expression I cannot repeat! :)
