In that case, perhaps you can use the evaluate() function:
select * from promolist;
  where qq_promo and BITTEST(region,0);
  and DATE() <= promolist.expire;
  and IIF(!EMPTY(promolist.qqfield), eval(Promolist.qqfield), .T.)
