In most cases the server should already have a fixed IP address. This is controlled in the TCP/IP configuration of the network adapter(s). Instead of relying on "Obtain an address automatically" (which basically means get one via DHCP) you can enter an IP address manually.

If you do this, in addition to the IP address you will also need to specify a subnet mask, and most probably a gateway address and potentially DNS server address(es).

You can't cause this to happen through a command sent from a workstation; you (or your network administrator) must do this at the server console.
