In one of our past projects we did a research on this problem and ended up
with not working with Norton any more. This is a known issue, but I don't know any other solution then turning "Auto Protect" off while working with VSS, and thats a bad solution ! We use McAffee at the moment and had InoculateIT before that. Both don't have this problem.
