Luke,
The first thing I'd suspect is that it's either not using the right DBCXREG.DBF or EXCHANGE.DBF isn't in the COREMETA.DBF that it's finding.

If you run the REINDEX.PRG in the same place with "", does it show this table and the others you expect in the list of files to reindex?
