Can you try this:
1. set the user's account as admin
2. run VBRun60sp5.exe (available from
http://support.microsoft.com/default.aspx?scid=kb;en-us;290887)
3. test your Hello world under these rigths to make sure it is working
4. remove the user from the admin group
5. retest
Also:
-on which OS are you testing?
-can it be group policies?
