This is surprising. When the disks are not being hit, what is the CPU utilization? What services are running and what processes appear in the Task List?
Normally SCSI subsystems are easy on CPU utilization (at least compared to IDE drives) because of their greater built-in "intelligence". OTOH, if the disks are fast their throughput may be saturating the PCI bus and keeping the CPU busy with bus managment chores.
What kinds of requests are the disks servicing?
