This bomb has to cause serious problems to people, depending on the level of exposure. Anyone on the surface in the direct beam would be killed instantly.

War is certainly not pleasant, or desirable. But we can't sweep problems under the rug either, and have even greater problems later. I can only hope that the right decisions are made in this.
