You are incredibly naive if you don't think that Iraq already has WMD and can't target the US. Can he deliver a missle to the US? No. Are there plenty of other ways to get chemical and biological weapons into the US. Yes.
As far as N. Korea goes, it's pretty simple. They already have nuclear weapons, and are crazy enough to use them. And we have tried diplomacy with Iraq for over 10 years now. Isn't that enough?
