We have tried this in the past and the people become complacent instead of actively denouncing their government and leaders. When they have adequate food and can get medical care, they will 'settle' for the government in place. The only thing this accomplishes is to provide the people what their own government fails to provide at a cost to our economy. It allows the government to invest their own country's funds in more weapons instead of helping their economy and people and escalates the threat.
>Bomb them with food, medical aid, facts about their regime, break their propaganda, not their necks. Just throw 10% of the money a week of warfare would cost onto their streets. Do anything to disrupt the regular order of affairs in the country, to make their people laugh and get to like their perceived enemy. And wait and see how long would the dictator have popular support. Anything, just not war.
