Granted, there are many mistakes, accidents, and what our government considers 'acceptable levels of collateral damage,' but doctrine is to never intentionally hit a purely civilian target. Terrorists on the other hand, intentionally target civilian targets and that is their goal.
There seems to be lots of evidence that the civilian infrastructure (both power & water) were deliberately attacked during the Gulf War. Recent reports seem to indicate that the initial attack this time round will also have similar targets - the justification being that they are "dual-use", both the military & civilians use the same source of electricity & fresh water. As the military use it, it becomes a legitimate target.
