>This is actually typical of war in the country where the war is taking place. It is one of the ways to cutoff supplies to the military and tear-down their infrasture. Sad to say, it is also the most damaging (other than actual civilian deaths) to the host country. As to deaths of civilians in convoys or on bridges, it happens far too often that incorrect intelligence information determines that a convoy is military instead of civlilian and targets it. Also, bridges have long been a military target to cutoff supply routes in host countries.

I certainly remember reports during the Kosovo "action" that power stations, oil storage, etc were targets.
As you note, these actions hurt civilians as much as the target military.
This is why war is considered such hell and why many wish to pursue any and every possible alternative.
