The ADMIN gets a regular email thru Outlook. I don't know what he'd do with it (keep it open, close it, delete it). All it does is alert him to the fact that a new submission was made.
When he (later?) goes to make a decision on the submission, that email may be buried under hundreds. He won't look for it. Instead, he'll use the app to review the submission and then accept/reject it.
Note: the submission is not just text; it is a user-defined filter. He'll probably want to run it (in the app) and then decide if it should be accepted as a 'standard' filter.
This extra explanation was to make it clear WHY he needs to reply within the app.
I would have considered making the messaging within the app, but then the person needs to be running the app or he wouldn't be alerted !
