Get "ZoneAlarm"; it's free ... for the "non Pro" edition.
ZoneAlarm is a firewall that will tell you anytime a process tries to "call home"; that includes "legitimate" processes like Windows services, but also "spyware", "adware" and trojan horses. It also identifies IPs that are probing your system.
As for the "outgoing" processes, you can designate which ones to block; permanently or on an event basis.
