I suppose part of the thinking could be that if something is so important that you want to do something to draw attention to it, why should it spend some portion of time invisible (or blended into the background)?

However I also support that if it's what the client wants, refusing to do it based on MS guidlines wouldn't cross my mind. They'd get their flashing text even if it was just a bitmap of that text :)
