I have heard of another 'trick' used by the U.S., but this time in terms of nuclear waste disposal. This one was to "comply" to the U.S.'s own laws.
Seems they do, or plan to, ship nuclear waste to an Indian reservation. These are legally considered as "sovereign", at least as concerns the laws requiring compliance, so that those laws are not applicable there.
