Yes, you can, but DECLARE is special for 32 bit DLLs. I never tried to use DECLARE on a FLL (FoxPro Link Library), but I don't think it works. On the other hand, you can't use SET LIBRARY TO with DLLs.
From VFP Help:
FLL="A Visual FoxPro compatible version of a DLL created in C; extends the functionality of Visual FoxPro."
The compatibility refers to VFP, not to DLL.
