Hi Walter !
1. Version(3) shows 00 because there is no localized VFP runtime for polish langauge ( there was localized VFP runtime for foxpro 2.0 DOS only )
2. As far as I know switching between langauages:
- with win 95/98 is impossible
- with win2000 is possible only in Win2000 international edition.
- with XP - you should probably choose default starting language

3. You can try to use another solution - try to use font with polish script only in that way displaying should be propper. I remember that was similar thread on UT about a half year ago. You can try to find it. Solution was to use such font.
I have no such problems so I have no such font on my machine. I can give you only some links to places with polish fonts:
