Thanks as always, Sergey. I have read and digested.
The Installshield kb adds: "Microsoft recommends that you wait for the next Microsoft XML 3.0 service pack that contains this fix ..."
The last SP is dated 12 Sep 2001. I'm patient.
My immediate solution (as suggested by Felix Serra - thanks) is to force the user to put IE6 on the system. Inspection of the CABs shows that the MSXML3 files are within, as a test shows that they do indeed go on during installation.
