I usually create a TOC (Table Of Contents) from paragraphs of type "Header", that is, paragraphs marked with the style "Header 1", "Header 2", etc. This is the easiest way to create a TOC.

Do you know how to work with styles? And do you know how to create a TOC?

If you create a TOC based on header styles, newer versions of Word create links automatically. They do not appear underlined, but you can still click on them to go to the corresponding text.

Or do you want to create separate links manually?
