I think you're mixing up too many different issues.

Use Cryptor to simply make your data totally unavailable outside your application.

Develop your own security within the application so that an 'administrator' can control which users get access to which parts of the application.

If you are worried about users copying the exe then your application could store some hardware specific information (MAC address, drive serial number etc. ) during installation and check these on startup. Your app can also use this to limit the number of EXEs which access the data.

In any case I think you have at least three different issues here and it's best to tackle each one seperately
