I think it would depend a little on the technology used to localize the versions (whether the localization is a lot of trouble, or not). Look at the Opera browser for instance. A single text-file contains all the language-specific variables, and there is an option to specify which text-file to read variables from (the browser has to be restarted to change language). From that point on, it is just a question of somebody translating the text-file, and publishing it. (The file looks like an INI file.)

I don't know what technology Microsoft uses for the localization. If there is no Portuguese version of VFP, it must be quite a bit more difficult to create a version in an additional language.
