A long time ago I worked for the City of Dallas as an Auditor. I did mostly operational Audtits which involved flowcharting a system, (mostly flow of paper documents). Once I had an understanding of the system design, I did the operational audit to determine if the system was operating according to specifications. Also, after the audit was completed, I made recommendations about how the system might be improved.
