As Garrett noted, if the standalone PC isn't connected to the network, then BCP is the way to get started.
As an alternative idea, you *might* be able to do a backup of the SQL7 data and then restore it on the MSDE side, but since MSDE is without tools, you'd have to mess with firing the right SP's with the right parameters -- and that could get murky quickly. Also, you'd have to transfer the backup file, and they can be very large in size.
