I have been trying to close up the last line of detail data for Page 1, or it could even be pages 1 and 2 and so on. I have vertical lines for columns of data that are not closed up at the bottom of the detail band. I do not want a horizontal line on each detail line.

I want a horizontal line at the end of each page of data, but the line has to close up precisely next to the end of the vertical lines, which is set in the detail band. How on earth do I do this?

Important point. I have data in a group footer that must have a Page Header at the end of the report, so I cannot just place this line in a summary band. I tried putting it in the Page Footer, but then you have a line when you don't want it at the bottom of a page that needs no line.
